Reading:

1a. mātāpitṛpurogāṇām
1b. satvānāṃ duhkhaśāntaye dhyānadevo yatirbhaktyā
1c. gāṇḍabimbamacīkarat

Translation :
For the removal of sorrow of his mother, father, and other sentient beings, the image of Gaṇḍa [Buddha Śākyamuni] is being consecrated by the devout monk Dhyānadeva.

This reading and translation, with a slight change in the wording of the translation, is used also in Vajracarya, Gautam, 2016 Nepalese Seasons: Rain and Ritual, Appendix: Inscriptions Cat. 52, p. 194
