Hi, this is Chinese, I have a similar plate I date to Jiaqing/Daoguang but could be a tad later. Mid to late 19thC.

This scene of a little island fishing village with mountains in the distance seems to have been a popular decorative theme for blue and white dishes beginning in the 18th century in both China and Japan. I often wonder if it originated in Japan, possibly Arita. On your dish the landscape has become simplified, almost impressionistic. Nice piece.

Hi, the mark on your plate is a spurious Chenghua reign mark, used during many different periods it cannot help with dating this piece.
