I will answer in English and French so that an expert might help dating this piece. Please feel free to answer in English, I can translate for our friend here.
Je repond en francais et anglais pour que les experts en ceramic puisse comprendre et eventuellement aider.
En effet l'inscription est celle de Xuande, periode de la dynastie Ming, mais cela ne veut absolument rien dire.
L'inscription Xuande a ete utilisee frequemment pendant la dynastie des Qing et specialement durant le reigne Kangxi, jusqu'a nos jours bien sure.
Le dragon a 5 griffes ce qui signifie que ce bol est reserve a la coure imperiale.(ce qui donnerais a ce bol une grande valeure genre dizaine de millier d'euro)). Cependant on remarque que le contour bleu au dessus du bol n'est pas tres imperial, trops irregulier a mon gout pour etre authentique.
J'espere qu'un expert pourra determiner la periode pour vous. A mon humble avis, je ne serais pas tres optimiste quant a l'authenticitee de cette piece.

Yes the inscrciption means Xuande from the Ming dynasty.
However, it does not means anything as far as the date of this bowl is concerned, and I appeal to the opinion of a qualified person as to determinate the date of this bowl.
The dragon has 5 clows, meaning it is an imperial piece, however the blue line on the rim does not look very imperial, too irregular. That's simply my opinion, and the only thing I can say about this piece.I'm not very optimistic regarding it's authenticity.
