I believe that pattern ranked among average blue & white Chinese exports circa the first half of the 18th century. Similar motifs were overpainted in the Chinese Imari palette.

This seems Chinese and from Qianlong period (1736-1795)

I think Bill H. made some good points to make a narrower dating possible. Looking at the shell above my PC there stands an Imari plate with the same border. Imari was out of fashion around 1750 so both pieces were probably made before that date. Dating your piece around 1740 would be fair I think.
