I received this portrait from a friend and I cant find anything on identifying the signature and stamp any help would be greatly appreciated .

The artist's signature and seal appear to read : BingRan.

A closer look at the square device on the sitter's chest would help, but from the little I can see it would appear that this man is a civil bureaucrat in the Qing dynasty, perhaps of a middle or relatively low rank.

Viewing on another screen, I think I can see enough to identify the sitter as a White Crane or first rank civil mandarin.

See if the picture below matches the square in your painting.
