Hi Giuseppe,

It says: Eiwa 栄和 Kinsei 謹製, something like:
Humbly made by Eiwa (according the Google translator) or
Carefully made by Eiwa (according the site of Lita Xu Ling Kelley: Japanese Porcelain Marks).
1970's-1980's.
