Subject:Japanese? Art Nouveau Porcelain and Sterling Silver

Hello all,
I would please like to ask for help identifying the artists signature on this very pretty art nouveau? Sterling silver over Porcelain Vase. I ran a translate image app and all it kept saying was "Kyoto Arashi" but it's stamped on the bottom "Shreve & Co sterling Silver" and "sky"

I'm confused and was hoping someone might have more information on what this piece is (art nouveau? Reproduction?), and who made it.

Any help is appreciated! Thank you!

Best I can offer is KyoTo (the city) then something, then Kaze, meaning wind.

Very nice vase. I believe the mark could read 京都放風, which I found in use in some blogs by travelers to Kyoto. The last two characters alone can mean "to fly a kite" or "to let in fresh air" in Chinese, and I got "test the waters" out of a Chinese machine translation. Maybe one of our Japanese savants can do justice to the term.

The applied silver reminds me of this 3.5-inch tall Japanese perfume bottle I recently acquired with marks of "Bizan" (美山 ) and "Pure Silver" (足銀), which sometimes isn't quite true by Asian standards.

Hi, your vase is by Shofu Katei (1870-1928).

In my opinion it's a signature of Shofu, see my picture below. So: Kyoto 京都 Shofu 松風 (ON-reading, in KUN-reading: Matsukaze).

Shofu Kajo 3th (1870-1928) was born as Shofu Katei into a traditional pottery family from Seto.
