Can someone read the artist's signature ? Thank you !

I can't read the signature. A clearer close-up picture may help. There is a box in the lower left side which appears might contain more information.

The title refers to the triumphal return parade of an conquering army, but it doesn't clarify which enemy was vanquished or when the parade was held.

As I said, the small box might give the answers.

The title reads probably 日清陸軍凱旋観兵式之　('Nisshin rikugun gaisen kanpeishiki no zu' - 'Illustration of the military review of the returned triumphal Japanese army').

As Mike mentioned, a close-up of the colophon could help us further.
