I have wondered if the older cloisonne masters who were consolidated into the Beijing Enamel Company in 1958 produced some of the very nice pieces that were manufactured during the 1960-70s, featuring traditional motifs and themes such as appear on your jar, very neatly executed in good bright enamels. Cloisonne was apparently a valuable source of foreign exchange during those decades, and there was concern that the quality of exports be high.
So that would be my guess - 1970s-80s.
