I cant make out the marks because they are underneath inside the base.
There is a emblem on front vest maybe someone may know?

This looks typical of the sculptures from the ShiWan potteries of FoShan in Guangdong province, China.

Google research ShiWan figurines and you will see.

The seals need to be clearer to be read.

Probably one of a set of 12 Chinese zodiac animals; anthropomorphic 'Year of the Monkey' figurine. The dragon mask on the robe is an imperial symbol, likely symbolizing the creature's reigning position in the cosmos whenever its year comes around. Here are links to others:
