Subject:Chinese Porcelain Tea Bowl

Hi, can anyone help me in identifying this item. Is it a tea bowl. when was it made and what does its mark read.The piece is decorated around the perimeter with Foo Lions chasing the flaming pearl. The piece has an unglazed bottom, with a center under glazed in blue marking.
Measurements: 5-3/8" in diameter, 3.5" high.

This is a water pot for use by a calligrapher or painter. The mark on the base reads KangXi, but I suggest this is more likely made in the early part of the 20th century.
