Subject:Chinese blue & white porcelain plate

I need opinion about signature on this chinese porcelain plane. My opinion is that it is hand painted plate from mid of 19th century. Am I right?

The seal stamp reads:
　　手塚謹製　Tezuka Kinsei　（Tezuka　Quality 　　　　　　　Product)
Arita, Imari product from Tezuka company.
Knowing the history of the said compapny this plate may not predate the 1910s.
