My reading of the seal scrip is:
竹陽  Chin. Zhuyang
     Jap. Chikuyou 
     Kor. Tsukmyang
I do not have any idea about its origin.However,
on a Chinese language auction site (Liadong Yi Bao
Zhai) I have found a three legged pot with Zhuyang (竹陽) seal script stamp。The explanation took it for either Korean or Japanese. I would opt for the Korean version.

IMO, this is probably Japanese, Meiji or Taisho period. The maker's mark in this context should be pronounced as 'Takeaki'.
