Reading of the inscriptions,
柳舞蝉鳴　　Dancing willow, singing cicada
仕保作　　　Made (painted) by Shi Bao
Seal illegible
Bottom mark
陶業　　　　Taoye (Pottery Industry)
I do not have any idea about this maker, but I
hope somebody will give some more information.

I would say this dish is early PROC (1950s) or so.
