Reading and rough translation of inscriptions.
日落群峯陰 天秋百泉響
The sun is setting and the mountains are casting their shadows
On an autumn day one can hear the sounds of houndred and houndred springs
This is a citation from the poem of Wei Ying Wu
732-792(韋應物)with the title "Blue Ridge Abode" (藍嶺精舎)
壬午秋日 Water Horse Year (...1882,1942..)
(Cyclical dates which are repeated every 60th years)
擬張二水筆意 於 Imitation of Zhang Ershui At..
Ershui 二水 (Two waters) is the art name of
Zhang Ruitu (張瑞圖)who is one of the four famous calligraphers of the Ming era.
起光勝之窈樓音宿雨初霽覺
The rising light vanquishes over the dim towers
(clouds)and one can learn the sounds of bright weather after the long rain
意気爽然 (With) refreshed mind and body
東寧釣人 Dongnin (Eastern Ning) Angler
(This should be one of the art names of the painter,
Dongnin is a county name along the Mudanjiang
River. Supposedly denotes the birthplace of the artist.)

This should be the painter's name.
