Subject:Identifying Oriental Art Piece

I just want to start by saying i know very little on identifying art in general, so im sorry if i miss-label or incorrectly identify the art time period etc. I have an Oriental art piece i purchased at a consignment shop I was wondering if anyone could identify it. Who made this art piece and what is this type of art called? It is a cloth with maybe paint over the cloth.

Your art piece seems to be painted on bamboo-silk
(synthetic fiber) sold in souvenir shops throughout Japan.
Signature and seal reads alike,
