Hello, Can anyone identify the artist of this long 72" ink wash scroll? Any assistance would be greatly appreciated! Thank you! David.

The inscription and my rough translation,
清彩相伴墨敷痕勾引花瓶常
Clear color painted flower with ink coating marks,
put in a vase
前門 Qian men (name of place in Peking)
己卯季春月 Year of Earth Rabbit (...1939,1999)
Spring month
石憺 (or 石慵)畫 Shi Dan (or Shi Yong) Picture
(The second character is written so cursive, that can be deciphered both way - I opt for the
first version,however, the second version
is the name of a famous contemporary painter.
I have checked the signatures on his few pictures available on Chinese net only, but the signatures on those pictures were univocally readable with proper readable seals.)
The seal,
*Could be the cue to solve the question, but unfortunately I could not decipher yet.
Left top, 印 seal, Left bottom can be either
of the hard to read characters.The character
carving is abreviated.Two characters on the left are in question)
