Subject:Japanese Scroll Weights?

I have had a pair of these for several years and always assumed that they are scroll weights, but they may be for another purpose. They are 18.5 cm in diameter and 11.5 cm high (not including the ring. The characters on the bottom are recessed and not reversed so I know they are not seals. I'm hoping that someone can identify their actual purpose.

Inscription says,
Komyo Temple
Main temple festival
Celebration Souvenir

Komyo temple is the center of a new religious orgaanization Uchushinkyo Komeishin (Space God Teaching)in Fukui Prefecture

Can be taken as paperweight.

I prefer to call them paper weights, these celebrating a festival held on the 5th of October 1971 at the Komyo temple. I'm not sure where as there appears to be at least two such named temples in Japan.
