The mark reads,
大清御膳房 Qing Imperial Kitchen
Possibly "Imitation Product"
According to Chinese net sources on the subject, nobody
has seen the original versions of these products with this marking, they
can not be found in Palace Museum (Peking) or National
Taiwan Museum (Taipei) collections.
In her high days in the Forbidden City there were
about 3000 servants etc living catered by a lot of
kitchens. After the Revolution of 1911 a large number of kitchen porcelain was stolen or sold.
According to these sources this apparently imitation marking appeared first in the Republic era.
With regards,
I.Nagy

Two examples of this bowl, one red, one blue are illustrated on Page 308 of my latest book, "Allen's Antique Chinese Porcelain; The Detection of Fakes".
They are in my opinion 21st century, not Republic period.
