The signature reads,
長利 筆   Nagatoshi -Hitsu - Painted by Nagatoshi
(not Chori)
Possibly, Itaya Nagatoshi (板谷長年) Year of birth and death unknown, was active in the 1830-40-es as the 4th
member of Itaya clan of painters (Son of Itaya Hirotaka). They were official painters to the Shogun.

Correction,
In the 4th line (板谷長利)and not (板谷長年)

Thanks so much for the help. Does your second reply mean it’s by someone else? I’m not very good at kanji but I will look up what you posted. I’ll shrink down a photo of the whole scroll. Keep an eye out I’m going to me posting another scroll today I read as Masanobu. But I would guess a later masanobu. Thanks again for the help.

I did not want to confuse you. Simply I made a mistake
in my first reply with the character input in the 4th line,
Itaya Nagatoshi (板谷長利)is the correct form
Itaya is the family name of artist Japanese artists
sign their works mostly with given names or art-names.
