Nicely executed painting, but not done by any Chinese, Japanese, Korean or other Asian national. The 'signature' and 'seal' are complete fantasies.

The inscription is a bit scratchy in style, I read it as follows,
池州長江　　-　Chizhou (on the) Chang Jiang (Yangtze River)
一九八四年　-　Year of 1984 ( Year of Rat)
Seal like character in my reading,
做　　-　Painted (made)
