I'm sorry nobody has replied to your request. I will try and help if you wish. The piece looks quite new. They is nearly no patina on the metal work or the porcelain. It does look hand painted but it is difficult for my eyes to tell from the photo. I would seriously doubt this is from the Qing dynasty. Best wishes David

The original pattern, called a "Sweetpea Scroll", was a popular Mainland export to Southeast Asia during the Daoguang period (1821-50), when Chinese population centers there experienced an emigration surge from China (related to the Opium Wars if memory serves). In my opinion, the double-happiness character was a late 19th or early 20th century addition.

I've added an image of a Chinese "kamcheng" pot in the pattern of a type favored by Straits Chinese curing the pre-double happiness period.
