Stempel=seal. . this is an acid carving, instead of using tools, acid has been used to remove a layer of material, this was done around 1970 - 1980.

As best I understand your "chop", the Chinese characters and meaning are as follows:

國際梅協專用章 (Guoji Meixie Zhuanyong Zhang) - Special-Use Stamp for Mei (Surname or "Plum") Mutual Aid International - 李紀春 - Li Jichun (Name of apparent chop owner)

The chop appears to be related to business of a contemporary Taiwan Nongovernmental Organization that's registered with the United Nations and provides apps and access to ATMs internationally. See these links:

The organization may issue such official name chops to help Chinese travelers and merchant seamen conduct business in their native language, though this is strictly speculation on my part.

Are you certain this isn't some sort of resinous casting instead of jade?

NO, it is Jade, acid cut and dipped in some brown dye stuff, which comes off if you insert it in boiling water.but then it does not look "old" anymore. I had several pieces, and therefore time to study them closely.
