The writing on the lantern starts with three characters, which look to read right to left as 光祿寺 (Guang lu si) - "A light of good fortune from the government office". The writing then reads down in the vertical stack as 署正加四級 (Shu zheng jia si ji) - "The bureau has arranged an increase to fourth class". As usual, I invite corrections to my reading here.

I'd say from the painting style that this probably is an authentic Qing portrait of the lucky imperial bureaucrat, though I believe I've read (probably here in the forum somewhere), that beyond the face, content in these paintings often was completed in advance of an order.

According to the results of my short net searching. The Guanglusi (光禄寺)was the name of government ministry in charge of guards and attendants in the imperial palace. This office in 1906 merged into the Ministry of Rites.
