Subject:Tongzxi plate?

This plate is for sale in a local shop marked as "celadon" which I know is incorrect, but I am not sure what it is. My best idea gleaned from some old forum postings is that it is Tongzxi but don't know what the mark indicates. Any help will be appreciated.

No, Jiaqing period. It's an export plate.

I believe this type of ware with “canton” enamels on a celadon ground was not made until the second half of the 19th century, after the porcelain manufactories were re-established in 1865 after the Taiping civil war.

The decoration is a variant of the “Rose Canton” pattern, called “Sacred Birds and Flowers,” on a celadon glazed ground, circa 1865 to 1880s.

This doesn't look Tongzhi to me. The decorations is Guangxu at the earliest and likely later.
