Respectfully request help translating painting Chinese characters into english. Also, would appreciate any thoughts on quality of painting.

Rather difficult to decipher calligraphy about snowy winter weather and landscaape.
Reading of the last two lines (Left side)
辛丑年葭十一月作於
Year of Metal-Buffalo (...1901,1961) Month of Young Shoot of Reed - November At..
上墅之寓所 the Shangshu Abode
(Shangshu a township in Huzhou City,Zhejiang Province)
海宏 - Haihong (Probably the courtesy name of artist)
The seals are illegibly blurred.

Correction,
From the better quality pic I can read the date
more clearly, (In the calligraphy there is a delusive superfluous stroke which cauused the misreading - but from this pic everything is clear)
辛丑年臘月作於  Year of Metal-Buffalo (...1901,1961) - December At
(Month of 臘 "La" an ancient sacrifice which took place each (lunar) year after the winter solstice)

The seals appear to have been painted on. There
is underlying black ink under the thicker red
surface layer.
