Subject:Japanese and Chinese Wood Block Print Painting?

Hello All. Thank you for your help. This seems like an interesting Japanese print, but what are these Chinese looking seals on the print? Any identification of the creator, period, and translation of text would be appreciated. Plus why do the seals appear to be Chinese? A mystery....thanks....

高嵩谷印 - Seal of Kō Sukoku
Seal (Lower)
宰x Sai x (I cannot read the second character
- art-name)

Kō Sukoku 1730-1804
Late Edo period artist, One of the best disciples of Hanabusa Icchō
Toryu- ō - Pseudonym
