Painted by someone named Zhou Zhisheng in summer 1992 in Beijing. the first two columns are text describing the scene and probably meant as a title

Zhou Zhisheng 周之生　
Landscape painter b. in　1949　Studied under Wu Fengzhang. Vice president of Oriental Painting and Calligraphic Institute etc.

Inscription,
満目蒼山夕照明　-　On all sides verdant hills drenched in sunset greet the eye
