Judging from the style, your picture is Japanese.
The inscription could be the title of the picture, rather than the art-name of the painter. However, the latter can not be excluded. Unfortunately, the decisive seal is too dim to read.
It reads,
雪峯　-　Yukimine - Snowy peak(s) or in case of art-name； Seppō
