Subject:What is story of this bronze relief?

I have an old Japanese incense burner that has a relief carving on the side as shown in the picture below. I have been trying to find out what it might represent but all I have come up with is that the animal headed figure on the left (tengu?) is holding a pilgrim's staff and the old guy on the right may be a buddhist monk holding an emanation buddha and some rosary beads.
Can anyone throw some light on who the characters represent and if there is a background story? The lid of the burner has a bird on a rock if that has any connection.
