Subject:Japanese - Tiny, heavy elephant!

Hallo all.
If anyone can help, I should like to know what this item is.
The elephant is 2" (5cms) tall x 1" (2.5cm) wide. For its size its very heavy. It seems to be a mix of different metals and the word 'JAPAN' can just be made out on the base. There appears to be some text below the right side on the elephant (on the ball) but I cannot read it as its worn. There is a loop on the elephant's leg, suggesting it hung from a rope or chain.
It seems much to heavy for a netsuke; so I thought it might be a measuring weight.
Any ideas?

Thank you Alex, thats really interesting.
Certainly it fits the profile of an 'Elephant Weight' and seems to weigh just about 100 grams. i'll search to see whether I can find any Japanese examples.
