Signature;
完堂　-　Kandō
Unreadable seal,

Presumably, Fujiwara Kandō　藤原完堂　Shōwa era painter from Ǒsaka. Learned painting at Tanaka Hakuin.

I didn't find any information about the artist in a search.

Kando`s name is listed among the disciples ofTanaka Hakuin.
To find out less known names, there are more voluminous identifying dictionaries available on the Japanese book market - of course only in Japanese.
