信元　-　Nobumoto or Shingen
I could not find artist with this name neither in my books nor on the net. (Not same with Taihaku Shingen 太白眞元）
The Kannon (Guanyin) Goddess of Mercy is often depicted with a lion (tiger). Lion (tiger) is representing Buddha`s wisdom.
