Signature reads,
一楼　-　Ichirō　(Not same with Inada Ichirou 稲田一郎)
I could find only one netsuke attributed to this Ichirō　on an Aucfan auction　site, without any detail about the carver.

While you don't show the whole object, what I can see looks poorly executed with what I suspect are modern tools.
