清江一曲抱山流
放棹清波東悠悠
Clear waters flow around the mountaain
Let the boat clear the waves unhurried to the East
Colophon,
癸酉年 明新 於穗城 上海樓
In the Year of Water-Rooster (...1933,1993)
(by) Mingxin (Given name of artist) in *Suicheng at the Shanghai House
(*Suicheng is the archaic name of Guangzhou)
Upper seal,
潘 - Pan - Family name of artist
Lower seal,
明新書畫 - Calligraphy and picture of Mingxin
Starting seal,
九十年作 - Made in age of 90

Unfortunately I couldn't find any clue to the artist.

It's a little rude asking help without showing us all the whole piece.

Nevertheless, the higher seal reads 九十年作 - done in ninetieth year (Could be age, could be year in century).

Family name seal - Pan 潘

Given name seal - MingXin shuhua 明新書畫 - MingXin's calligraphy and painting.

Thank you very much I.Nagy and Mikeoz for your kind help and information. I post the whole piece of this painting and there is a collector seal at the lower right corner. Can you help me whose collector seal is it and what it says ?

This is a leisure seal and reads,
錦繍山河 - Jin xin shan he - The mountains and rivers are like delicate silks.
