Presumably、 Masunaga Itsumin 増永逸眠 1902-?
Sō 曽 was his pseudonym
Kumamoto prefecture born Nanshuga (literati) painter. Pupil of Chiba Kinitsu 千葉琴逸
In lack of reference seal and signature prints I can't say it sure.
From my Japanese literature readings I can't recall anything relevant story which is represented on this picture. However, according to Japanese popular fallacy the natural tendency of cats is become goblins, and this tendency to methamorphosis can be checked only by cutting off their tails in kittenhood.
Only the cat and the venomous serpent wept not at the death of Buddha, and these shall never enter into the bliss of the Gokuraku (Paradise).
