Subject:What is the seal incription says

I need help for reading a seal plz. I took photo of the surface of the seal from mirror so I hope I get right position when it is stamped on a paper. What the seal say and if possible whose seal it this ? Many thanks in advance.

Meanings:1, Sealed (Affixed on the back of sealed
envelopes)
2, Protective seal,
3, Book jacket, jacket
