I havent seen anyone like this before, large shadowbox, with a boat, and landscape.

Any help would be greatly appreciated

This looks to be an example of traditional Chinese shell art. The bold inscription reads from the right as "Yi fan feng shun", (一帆風順), literally "may your sails be filled with favorable winds" and idiom for "May you have a happy journey", a common farewell wish for departing friends. I'll defer the seal script to forum experts.
