Wonder if anyone can indentify the signature on this painting on silk? And also tell me what the writing in the picture says? Thanks.

The title of the picture 文學　wénxué = Literature is written on the scroll depicted in the picture.
Signature seems to be,
秀　Xiu - Excellent ... - Could be an art-name
or given name or a part of it
It may be followed by an another character under the passe-partout.
