What does it mean towards the end when you say "Unidentifiable artist"? Isn't Wan Zheng the artist?

Also, what language are those characters?

The inscription is written in Chinese.
The names of identifiable (recognized or professional) artists are listed in biographical dictionaries or can be found on the net. In this case I couldn't find the name anywhere.
