This is a product of kilns near the coast of Mainland China on Jinmen (Kin-men) Island, located in the Taiwan Straits and under control of the Republic of China authorities on Taiwan. The mark reads 'Zhong Hua Min Guo Jin Men Tao Ci' (中華民國 金門陶瓷) - Porcelain of Jinmen, Republic of China.

When I bought the vase shown below in the mid-1970s, the Jinmen Kilns were only making blue & white reproductions of historical Chinese dynastic wares in high-fired porcelain. However, in recent years they've been making such products in a stoneware-type crackle-glaze that's a bit less-well painted in my opinion.
