Subject:Another "what is this"

Hello all,
I have another find that I can't identify. Is this little vase Chinese? It is very lightweight and not in the best condition. But I thought it was interesting. It is about 4 inches tall and 2.5 inches wide. The decoration is etched into the body and then painted.
Any insight is greatly appreciated.
