Any help dating and with mark translation would be appreciated.

Not really clobbered in the traditional sense of finished ceramics being embellished with additional overpainting. According to gotheborg.com, this Chinese ginger jar was transfer-decorated from scratch at a porcelain ornamentation factory in the 1970s-80s, in what at the time was the Portuguese colony of Macao, on the Pearl River delta near Hong Kong.

The mark reads down and across from the top right as "Fang Da Qing Qian-long Zhi - Imitation made in the Qing Qianlong Style" (which is much the overstatement).
