Subject:Identification of a Japanese scroll painting

Seeking help for the identification of this scroll painting, dated Taishô 12, 9th month, 6th day (September 6 1923) This date is important because the Great Kantô earthquake took place on September 1st. Subject seems to be a depiction of the vast devastation after the earthquake.

I can't read the signature in cursive but the second seal possibly reads 貉山 (Kakuzan?) which could match with the the signature. First seal not read.

横濱税關倉庫乃焼失セレトス
Earthquake of 1923 September
The burned down torso of the Yokohama Customs Warehouse
Signature,
毅山作 - Kizan-saku   - Painted by Kizan
Upper seal,
秀氏 - Hide-shi - Master Hide
Lower seal,
毅山 - Kizan

I couldn't find artist with the above names.
