Subject:Help w/ID for Chinese Foo Dog Tapestry

hi everyone. i found this piece several years ago and i keep wondering what it is? how old is it? what does it signify? the backing fabric appears to be red wool. the blue backside and edges are silk. i'm not sure what the embroidery yarns are. i'm pretty sure the character in the center is a foo dog. one thing that's puzzled me is the embroidery work along the top and sides. is this an example of the forbidden stitch? also, what do the characters along the top mean? this piece measures approximately 3 feet by 3 feet. any help would be greatly appreciated...thanks
