This painting seems to be on silk or thin paper, I would like to know by who and how old it may be?

亞瑟　-　the signature could stand for Arthur or
something like, Iase, Yase, Yose or Iose
艾瑟　-　the seal stands for Iser, Escher, Esther etc.
Namely, signature and seal are of foreigner's, not of Chinese.
