Subject:Old Map ?

It's missing a corner, but I have that old, what appear to be a map of a building or a property, a palace maybe ?

There's some writing on the back, can someone help me translate in short what is written ? Hopefully, this will explain what this map is :)

Reading of the beginning of inscription,
嘉永六丑年月秋月　於大坂御奏承
舊村瀬庭燃失御法上時考.....
In the Autumn Month of the 6th - Buffalo - Year of Kaei Era (1819) submitted in Ǒsaka
As of the objects destroyed by fire in the old Murase Garden, according to the present law should be considered.... ( I cant read the next two characters, it continues with building names

The Murase Gardens is the site of the Osaka Gobanshō (Gate Guard). The building -　probably the same complex what is shown on the picture - was the residence of Murase clan who has been guarding Ǒsaka for generations.
