Is this print Chinese or Japanese ?
I am sorry for the low resolution of the image, it is not my print, so I cannot (yet) provide a high-resolution image of the seal.

It's Chinese,
Signature and seal read,
周垣氏　-　Master Zhou Yuan

Shanghai School painter from late Qing and early Republic era. Unfortunately, there is no more available biographic information about the painter from Chinese sources.
