Please help translate or identify the signature on the bottom. There is also one character on the top. Thank you in advance.

This is a 'Coraline' type Japanese porcelain vase, usually called 'Sharkskin' for its texture, consisting of tiny beads of glass, which give the vase a satiny look. The base has a monopoly patent number (shown upside down) of the Meiji period (1868-1912) entrepreneur Takeuchi Chubei. Export "Sharkskin" ware from Nagoya, Mid-Meiji era.
This method of glazing was patented by Takeuchi Chubei in 1889, but after a relatively short period of time due to production difficulties and costs involved its production was stopped.
