Seal,
A stylized dragon (athwart)
There were 4 Japanese artists with this art-name.
By process of elimination I chose Koyama Seiun
小山晴雲　-　was active in Taishō　and early Shōwa
era. Was a disciple of Kawabata Ryushi.
